Abstract

Introduction. The paper presents survey results on the awareness towards and practice of Open Access scholarly publishing among Russian academics.

Materials and Methods. We employed methods of statistical analysis of survey results. Materials comprise results of data processing of Russian survey conducted in 2018 and published results of the latest international surveys. The survey comprised 1383 respondents from 182 organizations. We performed comparative studies of the responses from academics and research institutions as well as different research areas. The study compares results obtained in Russia with the recently published results of surveys conducted in the United Kingdom and Europe.

Results. Our findings show that 95% of Russian respondents support open access, 94% agree to post their publications in open repositories and 75% have experience in open access publishing. We did not find any difference in the awareness and attitude towards open access among seven reference groups. Conclusions. Results reveal a high level of awareness and support to open access and succeful practice in the open access publications in the Russian scholarly community. The results for Russia demonstrate close similarity with the results of the UK academics. The governmental open access policies and programs would foster the practical realization of the open access in Russia.

Abstract
The resources and services provided by the Library for Natural Sciences of Russian Academy of Sciences are considered both in open access and to Library for Natural Sciences authorized users — scientists of academic institutions. Library for Natural Sciences heads the Centralized library system, which includes the Central Library and 50 of its branches in the RAS institutions located in Moscow region. The main objective of Library for Natural Sciences RAS is to provide information support for fundamental research conducted in these organizations. The methods used to solve this problem are based on the extensive use of computer and network technologies. The results of Library for Natural Sciences activity in this area are the resources and services provided to users on the Library for Natural Sciences RAS website (http://benran.ru). The article describes basic materials presented on this website, including summary online Library for Natural Sciences RAS Centralized library system catalogues, Central Library image catalogue, system for the remote ordering of books, journals and copies of their fragments; systems of links to network resources “Natural Sciences in the Internet”, supported by Library for Natural Sciences specialists, problem-oriented information systems, formed by the Library for Natural Sciences staff.

Abstract
The article reveals the experience of the Southern Federal University Scientific Library in accompanying the scientific and publishing activities of the university. The methods of conducting main library services are described, including that of the following areas: full-text databases access provision and user councelling, publication activity monitoring of the university and its subdivisions, identification of scientific publications in international citation bases. The experience of councelling university staff in forming a strategy of research results publication is given.

Abstract
In this paper, we present a methodology and results of the study aimed at identifying the role of university libraries in the implementation of Project 5-100 and the line of their development. Issues of the government’s policy strategy concerning development of library science are addressed. Results of monitoring of university roadmaps for the implementation of Project 5-100 found in open sources and anonymous questioning of representatives of libraries of these universities are given. Participation of university libraries in the development and implementation of Project 5-100 is considered. In conclusion, the question is raised about the need to find ways to adapt traditional library technologies to new realities and change the personnel policy in the library field.

Abstract

The problem of organizing on library site a united interface to search all the resources library provides for its users is considered. It is demonstrated, that patrons of a modern library often have to use several interfaces to search for traditional print resources, for items of its own digital library and for a number of licensed resources on their own platforms.

The problem of including local publishers resources in global discovery index is stressed as well as inability to tune knowledge base on open access articles level in hybrid journals. The main conclusion is: Russian research libraries, which provide access to dozens of licensed resource collections of international and foreign content providers, should use global discovery services to fulfill their mission.

Abstract

The problem of the comparative assessment of the scientific journals for the selection journal for publication of the papers of Russian scientists in the journals, included in database Web of Science (WOS), with consideration of their thematic discusses, and methodology for the solution of this problem suggests in the presented article. It applies for the specific subject category WOS and takes into consideration impact factor of the journal, number of the papers of Russian scientists, published in this journal in the previous years, average citations of these papers and their relative citations for the analysis of the list of journals of this subject category.

The analysis of applicability of the suggested methodology has been implemented for the subject category of WOS mathematical&computational biology. A ranked list of journals, recommended for the publication of Russian scientists articles, has been achieved. The sustainability of this list for the different times intervals has been shown.

As it has been concluded, suggested methodology may be applied for the journals of another subject categories WOS and can be useful for the Russian scientists, publishing their articles in the journals from WOS journals list. An applicability of the Bradford’s law for the porpoise of this analysis has been shown also.
