Abstract

National information resources are an important component of the resource base of the education space. Features of their development in Belarus pose a number of pressing challenges for the library community of this country.

The article covers the main types of information resources that were created in Belarus in the last decade and have become an integral part of resourcing for the educational process. It shows the specifics of how the aggregated collection of national printed publications, collections of fulltext electronic information are formed.

Possibilities for the development of the national segment in the information support for various entities in the education space involve creating National Electronic Library and implementing a number of other national projects that aim to cumulate separate information units and design information and analytical tools based on them.

Abstract

Introduction. Electronic acquisition budgets are indicators of the information supply of research and education in the organization and affect its research output. The national level subscription to the global citation indexes Web of Science Core Collection and Scopus and the Freedom Collection of Elsevier released 70% of eleсtronic acquisition expenditures in the Russian libraries. The article studies the effect of the state-funded national subscription on the structure and temporal dynamics of material and electronic acquisition budgets in the Russian libraries.

Materials and Methods. Materials comprise results of the data processing of the surveys on acquisition budgets in 2012–2018 and published results of the international surveys. Following our previous studies, we analyzed three main reference groups: universities (with a separate group of the Russian leading universities), research institutions and public libraries. For the purpose of this study, we created additional sub-groups of leading institutions (centers of excellence) in each reference group. From the survey data we calculated the average unit costs (both of the material and electronic acquisition budgets) in each reference group/sub-group. We also calculated relative shares of electronic and print resources in the library material budgets.

Results. Since 2016, the material budgets of Russian libraries have grown after the fall caused by the economic crisis in 2014. The state-funded national subscription to the global citation indexes and the Freedom Collection of Elsevier resulted in the 2–4 times decrease in material and electronic acquisition budgets of the centers of excellence in each reference group.

Discussion and Conclusions. For the first time, our study revealed the negative effect of the state-funded national subscription on the material and acquisition budgets in Russian organizations. We registered a decrease in the material budgets of the major Russian public and scientific libraries and universities.

Abstract

Introduction. The national-level subscription to the global citation indexes Web of Science Core Collection and Scopus and the Freedom Collection of Elsevier released 70% of the electronic acquisition expenditures in the Russian libraries. The article aims at the analysis of the changes in the scope and structure of the book and electronic/print book acquisition budgets in the Russian libraries upon the state-funded national subscription. The article studies changes in the structure of the Russian markets of scholarly information broken in different reference groups.

Materials and Methods. The article employs statistical analysis of the survey results. Materials comprise results of the data processing of the Russian surveys on the acquisition budgets in 2016–2018 and published results of the international surveys. We analyze three main reference groups and four sub-groups of the Russian institutions. Results obtained in Russia are compared with the results for American academics.

Results. Our findings show that the acquisition budgets of Russian institutions demonstrate a shift towards the book and print book acquisition. Both trends differ from the international ones and the 2022 forecasts of the American libraries. The markets of electronic scholarly information show continuous concentration to the segment of universities. In 2018, relative shares of the university segment of the markets of electronic resources and electronic books made correspondingly 94% and 99%. In the electronic book market, the share of the reference group of the universities of the 5/100 project increased from 24% to 32%, whereas the share of two national universities shrank from 24% to 14%.

Discussion and Conclusions. The results obtained probably indicate the effect of the national subscription on the library acquisition. The loss in the market positions of the group of Russian national universities can change leaders in the field of research output.

Abstract

Introduction. The authors of the article highlight the results of research on the development of methods and tools for ensuring the information security of scientific and educational resources in information library systems and corporate information networks. The analysis of the state of the problem and the existing approaches on this topic are given too.

Materials and Methods. The approach justifies the need to protect scientific resources from unauthorized access and the use of fuzzy logic to solve the problem. As a model and solution method, a fuzzy model correspondences is proposed, which makes it possible to comprehensively solve the problem of identifying threats in the event of a situation, as well as provide recommendations on how to eliminate them. For the formation of a knowledge base, experts are involved who determine the functions of belonging to knowlege base “Situation — Threats — Actions to eliminate the threats”.

Results. The research results are being implemented as part of the ARMAT++ information library system of the corporate network of electronic libraries of 63 Uzbekistan universities for the protection of scientific and educational information from unauthorized access. Testing of the methods, programs of the subsystem and the expert knowledge base are carried out on the basis of information and resource centers under the project “Virtual electronic library of the Tashkent University of Information Technologies named after Muhammad Al-Khorezmi and its five branches”.

Discussion and Conclusions. The use of the apparatus of fuzzy logic for the formation of a knowledge base of the “Situation — Threats — Actions to eliminate the threats” type in information library systems significantly increases the degree of protection of valuable information resources from unauthorized access.

Abstract

Introduction. Analysis of the definitions and perceptions of the notion of “impact”, introduced into circulation by Yu. Garfield in 1955, does not allow to assert that in the scientometrics literature there is a strict definition of this notion at all. Since it is assumed that citedness figures are its reliable indicator, it is necessary to discover what property is actually reflected by this indicator.

Materials and methods. Analytical interpretation of the scientific literature related to this problem since 1955.

Results. Comparison of the notion of “impact” with the possibilities of its quantitative evaluation by citedness figures demonstrated the unreliability of this basic scientometric method for the assessment of exactly “impact” as in terms of cause-and-effect relationships, “impact” may or may not be the reason for the use of scientific documents reflected in their citedness figures. In other words, citedness is not a very reliable proxy (substitute indicator) to be used for assessing poorly defined (as it was shown in my previous article published in Scholarly Research and Information; 2019;2(1):63–73) notion of “impact”. At the same time, citedness figures reflect the value of cited scientific documents (by reflecting their use while the creation of citing documents).

Discussion and Conclusions. If “impact” should not be considered as a key notion of scientometrics, then its place can naturally be taken by the notion of the value of cited documents, their totalities, creators, etc.
